To ask His Majesty's Government, with reference to the tender for market testing for Home Office English Language Testing (HOELT) services published on 28 August, to ask (1) what is the rationale behind the Home Office decision to tender this service; and (2) what plans they have to engage and consult with other government departments, most notably the Department for Education, and sectors and industries that may be significantly impacted by this policy, prior to any decision being made.

The Seafarers’ Charter was introduced to improve working conditions for seafarers aboard ferries operating internationally from UK ports. Four major international ferry operators have signed up to working towards the requirements of the Seafarers’ Charter: Brittany Ferries, Condor Ferries, DFDS and Stena Line.
